After studying in Halle and Berlin, Schwabe received his doctorate in Berlin in 1914 with a thesis on the late antique orator Libanios. Like many of his fellow students, he was strongly influenced by Ulrich von Wilamowitz-Moellendorff. In the wake of World War I, Schwabe came to Lithuania. In Kaunas he was rector of the Jewish High School and in 1920-1922 head of the Department of Education in the Ministry of Jewish Affairs. However, he emigrated to Palestine, where he has worked at the Hebrew University of Jerusalem since its founding in 1925. In 1939 he became head of the Institute for Classical Studies there, and from 1950 to 1952 he was rector of the university. In addition, Schwabe was active in the Jewish Palestine Exploration Society and co-editor of the Bulletin and the Israel Exploration Journal. Greek epigraphy developed more and more into a focus of his work. He edited the numerous Judeo-Greek inscriptions found in Bet She'arim. A corpus of the Latin and Greek inscriptions of Palestine remained unfinished, but the chapters on Caesarea Maritima and Tiberias were already largely prepared.
